Why wont the police do nothing and what do i do ?

Ok, so theres these bunch of twats the same age as me (14) and theyre all trying to start fights with me and my brother a year older, my brother already used self defence on them about a year ago and kicked the living shyte out of them, now there after him again and this time me aswell, theyve tried to get me a few times including in skewl and everything, but ive dodged it, weve had the police over several times and all they keep saying is because he is under 16 they can only report him to the children reporter policy, who even the police admit do absoloutely nothing about and these lowlifes are aloud to prowl the street starting fights, Now what do i do, they tried to get me twice today, infact even one in cl, anf they tried to get my brother, what do i do, nothing is happening, even the school, just told him to stop it, but that wont matter , he tried to get me today, so its obviously not scaring him, HELP!!!
