Is ebay being honest?

Do all items listed on ebay actually appear to the entire United States or are items listed localized? It seems that with millions of items listed at the exact same second.. how would these items be listed? How do we ebayers know that the most amount of people are seeing our item so we can get the most amount of bids and value for our items?
