Discuss what welfare provisions existed in 1942 and what they did (I have no idea), but the essay question implies that the policy failed then, and was made up for it in 1951 with improved, successful welfare policies (again, I have no idea what they were or their outcomes either). Compare and contrast the "failed" welfare policies of 1942 and their outcomes to the more "successful" policies of 1951. I don't know what region of the U.S. you are referring to either. Is it at the federal level or the state level? I ume federal. Then you can ociate which presidents implemented them: what did they hope to achieve and what were the actual results?
