How do i convert 1080 video to 720 on my computer?

I have a Samsung camcorder that records in 1080p/MPEG4 format. It does not have a 720p setting, only 480p and 1080p. The 1080p files are too big to work with. What is the best software to convert the files down to a workable size without losing any fps or quality?
