What does "tore up under city lights" mean?

There is a method man/ redman song entitled "city lights". There is a sample in the chorus of a guy saying "I get tore up under city lights" What does that mean? Is he simply saying, "hey, I get messed in a city on the street under the lights''? Or is there another meaning? Just curious, it is bugging me.
