Quotation marks for multiple terms?

I'm explicating a poem and I want to talk about euphonic diction so I want to cite multiple individual words. I always thought that you used quotes for each individual word, with punctuation outside the quotes, like "fluttering", "dancing", "sprightly" etc. but then I saw in a lit book that sometimes they put all the words inside quotes separated by semi-colons like "fluttering; dancing; sprightly". Which is the proper way? Or are they both correct?
